Determine Jurisdiction
Is the property in an unincorporated county area or within city limits? City of Tampa, Orlando, Miami, Jacksonville are independent AHJs. County rules apply outside city limits. Permits must be pulled with the correct AHJ — pulling with the wrong office voids the permit.

Prepare Plans & Documents
Most counties require: floor plan showing new bathroom location, plumbing schematic (DWV and supply), fixture schedule, and sometimes a site plan. For bathroom additions >200 SF, full architectural drawings may be required. Simple bathroom additions in existing footprint typically require only plumbing plans.

Submit Building + Plumbing Sub-Permit
Most FL jurisdictions require both a building permit (structural) AND a plumbing sub-permit. The plumbing CPC (Certified Plumbing Contractor) pulls the sub-permit under their license. Owner-builders can pull their own permit with a homeowner exemption affidavit (FL §489.103).

Schedule Rough-In Inspection
After all DWV and supply piping is installed but BEFORE walls are closed. Inspector verifies pipe sizing, slope (1/4" per LF for horizontal drain, FPC §704.1), trap distances within 5 ft of vent (FPC §909), and pressure balance valve on shower (FPC §424.3).

Pressure Test
FL Plumbing Code §312 requires DWV air or water test: 10 PSI air for 15 minutes, or fill stack with water 10 ft above highest fitting. Water supply must hold at working pressure (typically 40–80 PSI) for 15 minutes. Document test results for inspector.

Close Walls — Continue Construction
Once rough-in inspection passes, walls can be insulated, tiled, and closed. Do not cover plumbing until inspection card is signed. Tile setters, drywall, and electrical can proceed.

Final Plumbing Inspection
After all fixtures are installed and functional. Inspector checks: toilet flange height (FPC §405.4.1 — flush to finished floor or max 1/4" above), shower valve operation, trap accessibility, hot water on left (FPC §607.2), and no cross-connections.
