🔌 Variable-Speed Pump Reference (FL Energy Code)

Florida Statute 553.909 / F.A.C. 61G15-30.003: Effective January 1, 2021, all new pool pump installations in FL for pools with ≥1 HP pump require variable-speed pumps (VSP). This applies to both residential and commercial pools.

VSP energy savings: Running at 1,750 RPM instead of 3,450 RPM reduces energy use by up to 70% (affinity law: power ∝ RPM³). Typical savings: $600–$1,200/year for FL residential pools.

SVRS (Safety Vacuum Release System): Required by VGB Act for all public pools and strongly recommended for residential. Shuts pump off if drain blockage is detected (anti-entrapment). Required for FL commercial pools under 64E-9.005.

FL DEP Chapter 64E-9 (Public Pools)

64E-9.005 — Turnover rates (public/semi-public pools):

• Swimming pools: 6-hour turnover (residential / HOA)
• Wading pools / splash pads: 1-hour turnover
• Spa / hot tub: 30-minute turnover
• Interactive water feature: 2-hour turnover
• Therapy pools: 4-hour turnover

64E-9.004 — Filtration: All public pools in FL require continuous filtration during hours of operation. Sand filter max rate: 3 GPM/sq ft. DE filter max rate: 2 GPM/sq ft. Cartridge filter max rate: 0.375 GPM/sq ft.

64E-9.006 — Chemical treatment: Chlorine minimum 1.0 ppm (public), pH 7.2–7.8, cyanuric acid max 100 ppm. Saltwater chlorination allowed as of 2011 FL rule change.

FL Building Code — Pool Plumbing

FBC 4.7.1 — Barrier requirements: All residential pools in FL require a 4-ft minimum pool barrier (fence, wall, or screen enclosure) per FBC Section 454. Most FL counties enforce the screen enclosure requirement via local ordinance.

FBC 454.2.17.1 — Main drain: All pool main drains must have anti-entrapment drain covers compliant with ANSI/APSP-16. VGB-compliant covers required. Dual main drains (min 3 ft apart) or SVRS required per VGB Pool & Spa Safety Act.

FL Statute 553.909 — Variable-speed pumps: All new pool pump installations ≥1 HP require variable-speed pump. Effective January 1, 2021. Applies statewide.
