🔌 Variable-Speed Pump Reference (FL Energy Code)
Florida Statute 553.909 / F.A.C. 61G15-30.003: Effective January 1, 2021, all new pool pump installations in FL for pools with ≥1 HP pump require variable-speed pumps (VSP). This applies to both residential and commercial pools.
VSP energy savings: Running at 1,750 RPM instead of 3,450 RPM reduces energy use by up to 70% (affinity law: power ∝ RPM³). Typical savings: $600–$1,200/year for FL residential pools.
Approved brands (FL market leaders):
| Brand / Model | HP Range | Use Case | SVRS |
| Pentair IntelliFlo3 | 0.5–3 HP | Residential | Built-in |
| Hayward EcoStar | 0.85–1.85 HP | Residential | Available |
| Jandy VS FloPro | 0.5–2.7 HP | Residential | Built-in |
| Pentair WhisperFlo VST | 1–3 HP | Semi-public | Yes |
| Hayward MaxFlo VS | 1–1.65 HP | Residential | Available |
| Sta-Rite IntelliPro VS+ | 2–3 HP | Commercial | Built-in |
SVRS (Safety Vacuum Release System): Required by VGB Act for all public pools and strongly recommended for residential. Shuts pump off if drain blockage is detected (anti-entrapment). Required for FL commercial pools under 64E-9.005.
📋 FL Pool Code — Key Requirements
FL DEP Chapter 64E-9 (Public Pools)
64E-9.005 — Turnover rates (public/semi-public pools):
• Swimming pools: 6-hour turnover (residential / HOA)
• Wading pools / splash pads: 1-hour turnover
• Spa / hot tub: 30-minute turnover
• Interactive water feature: 2-hour turnover
• Therapy pools: 4-hour turnover
64E-9.004 — Filtration: All public pools in FL require continuous filtration during hours of operation. Sand filter max rate: 3 GPM/sq ft. DE filter max rate: 2 GPM/sq ft. Cartridge filter max rate: 0.375 GPM/sq ft.
64E-9.006 — Chemical treatment: Chlorine minimum 1.0 ppm (public), pH 7.2–7.8, cyanuric acid max 100 ppm. Saltwater chlorination allowed as of 2011 FL rule change.
FL Building Code — Pool Plumbing
FBC 4.7.1 — Barrier requirements: All residential pools in FL require a 4-ft minimum pool barrier (fence, wall, or screen enclosure) per FBC Section 454. Most FL counties enforce the screen enclosure requirement via local ordinance.
FBC 454.2.17.1 — Main drain: All pool main drains must have anti-entrapment drain covers compliant with ANSI/APSP-16. VGB-compliant covers required. Dual main drains (min 3 ft apart) or SVRS required per VGB Pool & Spa Safety Act.
FL Statute 553.909 — Variable-speed pumps: All new pool pump installations ≥1 HP require variable-speed pump. Effective January 1, 2021. Applies statewide.
Filter Sizing Reference
| Filter Type | Max Flow Rate | 1,000 gal pool needs | Backwash |
| Sand | 3.0 GPM/sq ft | ~0.3 sq ft/1k gal | Weekly |
| DE | 2.0 GPM/sq ft | ~0.5 sq ft/1k gal | Monthly |
| Cartridge | 0.375 GPM/sq ft | ~2.7 sq ft/1k gal | Never (clean) |
Pool Permit Checklist (FL)
FL pool permit pulled from local building department FBC 454 — permit required for all new pools, equipment replacements, and major renovations in FL
Variable-speed pump specified (≥1 HP) FL Statute 553.909 — VSP mandatory for all new/replacement pumps ≥1 HP statewide since Jan 2021
Anti-entrapment drain covers (VGB-compliant) FBC 454.2.17.1 — ANSI/APSP-16 covers + dual main drains or SVRS for all pools
Pool barrier / screen enclosure compliant with FBC Section 454 4-ft minimum barrier required; most FL counties require screen enclosure for permitted pools
Turnover rate meets FL DEP 64E-9 requirements Public/semi-public: 6-hour turnover for swimming pools; verify pump+filter can achieve required GPM
Pool heater (if present) permits and gas piping sized FL permits required for gas heater; pool heater adds ~10 ft TDH to system; gas sizing per NFPA 54
Bonding and grounding per NEC 680 All metal within 5 ft of pool water bonded; equipotential bonding grid for concrete pools; FL electrical inspection required
Suction outlets separated ≥3 ft (or SVRS) VGB Act — dual drains min 3 ft apart measured center-to-center; SVRS as alternative for single drain
Saltwater / chlorinator system FL code compliant Salt chlorinators allowed in FL since 2011; cyanuric acid max 100 ppm for public pools per 64E-9.006

Pool volume formulas: rectangle length x width x average depth x 7.48 gallons per cubic foot; round pi times radius squared times depth times 7.48; oval 0.7854 times length times width times depth times 7.48; kidney 0.85 times length times width times depth times 7.48; L-shape sum of two rectangles
FL DEP 64E-9 turnover requirements: swimming pool 6 hours; wading pool 1 hour; spa hot tub 30 minutes; interactive water feature 2 hours; therapy pool 4 hours; turnover rate means full volume of water passes through filter
Pool pump sizing method: required GPM equals pool volume in gallons divided by turnover hours divided by 60; TDH total dynamic head includes pipe friction static lift fitting losses filter resistance heater spa jets; pump BHP equals GPM times TDH divided by 3960 divided by efficiency; typical efficiency 0.65 to 0.80; select next standard HP above calculated BHP
Filter sizing by type: sand filter max 3 GPM per square foot of filter area; DE diatomaceous earth filter max 2 GPM per square foot; cartridge filter max 0.375 GPM per square foot; minimum filter area equals required GPM divided by max filter rate
Florida pool energy code: variable speed pump required for all new installs 1 HP and above since January 1 2021; affinity law power proportional to cube of speed ratio; 50 percent speed reduction equals 87.5 percent power reduction; typical VSP saves 600 to 1200 dollars per year in florida
