FL plumber labor runs $85–$175/hr. Most toilet repairs are 30–90 minutes. DIY repair is often straightforward — parts available at any hardware store.
Turn off water supply valve (clockwise). Flush to empty tank. Unhook old flapper from pegs and disconnect chain. Snap on new flapper and adjust chain length (about 1/2" slack). Turn water back on. In FL: use a chlorine-resistant flapper as FL water treatment degrades standard rubber faster. Fluidmaster 502 or Korky 100BP are top picks.
Turn off supply valve. Disconnect supply line. Unscrew old fill valve locknut (counterclockwise). Adjust new fill valve to correct height before installing. Reconnect and test. Fluidmaster 400A or 400AH is the industry standard universal fill valve that works in nearly all toilets.
Requires draining and removing the tank to access the flush valve assembly on the tank bottom. The flush valve nut is inside the tank. A flapper seat grinder kit (Fluidmaster 555C, $8) can repair minor seat pitting without replacing the full flush valve.
Fluidmaster 400AKRP10 and Korky 4010PK are complete kits including fill valve, flapper, and supply line. If your toilet is 8+ years old and having issues, a full rebuild is more economical than fixing one part at a time. Florida hard water wears everything evenly.
A new WaterSense-certified toilet uses 1.28 gpf vs. older 3.5–7 gpf models, saving 20,000+ gallons/year in FL. Some FL utilities offer $50–$100 rebate for WaterSense toilet installation. Toto Drake II, American Standard Cadet Pro, and Kohler Cimarron are top-rated for FL hard water performance.
| Utility / County | Rebate | Qualifier |
|---|---|---|
| Miami-Dade Water & Sewer | $100 | WaterSense ≤1.28 gpf |
| Broward County Water | $75–$100 | WaterSense certified |
| Palm Beach County | $50–$100 | WaterSense certified |
| Tampa Bay Water | $75 | Dual-flush or ≤1.28 gpf |

| Sarasota County | $50 | WaterSense certified |
Availability and amounts vary by year and program funding. Check with your water utility directly before purchasing. Most rebates require a licensed plumber's invoice and the toilet manufacturer certificate.
