Store / heat at 140°F minimum — kills Legionella bacteria. Tank WH should be set to 140°F, even if you add a mixing valve downstream (FL DOH recommendation).
Install ASSE 1070 mixing valve at WH — reduces mixed supply to 120°F before entering distribution system. Required in FL medical/senior facilities. Strongly recommended for all FL homes with children or elderly.
ASSE 1016 shower valve limits to 120°F at fixture — the internal hot stop prevents the valve from delivering water above the preset maximum. Set during installation, requires tool to adjust.
For vulnerable users: set shower valve stop to 110°F — pediatricians recommend 110°F max for children under 5. Mobility-impaired users may not be able to react to hot water quickly enough at 120°F.

Florida Building Code (FBC) adopts ASSE 1016 for all shower and tub/shower combinations. This has been required since the 2004 FBC edition — any shower built after 2004 must have an ASSE 1016 or equivalent anti-scald valve.
FBC R2708.1 / FPC 424.3 — Anti-Scald Mandatory — All shower and tub/shower valves must be ASSE 1016 listed. Applies to new construction AND fixture replacement. Maximum 120°F at shower outlet. No exceptions for owner-occupied single-family in FL.
ASSE 1016 Internal Stop Setting — The hot stop (limit stop) must be set to prevent outlet above 120°F. Factory-set at 120°F but must be field-verified. Plumber is responsible for setting and documenting during rough-in inspection.
FL Medical/Assisted Living — ASSE 1070 Required — AHCA (Agency for Health Care Administration) requires ASSE 1070 point-of-use mixing valves in all patient/resident bathing areas in addition to ASSE 1016 at the fixture. Max 110°F in care settings.
Permit Required for Valve Replacement? — FL Statute 489.105(3)(m) exempts minor repairs from permit (washer replacement, etc.). However, replacing a valve body or cartridge that changes the anti-scald function IS a plumbing alteration requiring permit in most FL jurisdictions. Check with your building department — policies vary by county.
ADA Accessible Showers (FL Accessibility Code) — Roll-in and transfer showers must have ASSE 1016 thermostatic or pressure-balancing valve with hand shower on sliding bar (48" to 72" height). Controls must be operable with closed fist, reachable from outside shower.
FL Short-Term Rental / Airbnb Properties — DBPR requires anti-scald compliance for vacation rentals. Annual inspection may check shower valve function. Non-compliant valve = potential license suspension. ASSE 1016 must be documented.
