â™ŋ ADA Accessible Fixture Requirements

Florida Accessibility Code (FAC) Chapter 11 adopts ADA Standards for Accessible Design (2010 ADAS). All commercial construction must comply — not just federally funded projects.
Number of Accessible Water Closets — When a restroom has 6 or more WC, at least one must be accessible. Single-user restroom = the only WC must be accessible. FL requires this in ALL new commercial construction.
Accessible WC Dimensions (FBC 11B-604) — Rear grab bar: 36" minimum. Side grab bar: 42" minimum (from rear wall). Centerline of WC: 16"–18" from side wall. Height: 17"–19" AFF (top of seat). Clear floor space: 60" from side wall, 56" from rear wall.
Accessible Lavatory (FBC 11B-606) — Knee clearance: 27" minimum height, 8" depth. Rim height: 34" maximum AFF. Insulated pipes required under sink (burns from hot pipes). Controls: single lever or sensor — no two-handle. Mirror: bottom edge ≤40" AFF.
Accessible Urinal (FBC 11B-605) — When urinals are provided, at least one must be accessible. Rim height: 17" maximum AFF. Depth: 13.5" minimum from front of rim. Side partitions: must have 18" clear from centerline to partition.
Drinking Fountain — FL Requirement — When provided, must have one hi-lo fountain (one standard height + one wheelchair height). OR one wheelchair-height unit + a paper cup dispenser at standard height. Spout height: 36" max for wheelchair unit. 27" knee clearance beneath.
Restroom Turning Space — 60" diameter circle OR T-shaped turn space. Must fit within restroom without obstruction. Measured at 6" AFF (door swing does not need to fit within circle, but adjacent wall must allow it to open fully).
Door Requirements — Minimum 32" clear (36" preferred). No tight space behind door when open. Self-closing OK but must not close faster than 5 seconds from 70° open. Lever or loop hardware only — no round knobs.
FL Healthcare (AHCA) — Additional Rules — 60"×60" min transfer space per ADA PLUS knee clearance under lavatory. Shower must be roll-in type with seat. Anti-scald: ASSE 1070 at 110°F. Handrails at all grab bars MUST be 1.25"–1.5" diameter, 1.5" from wall.

📋 FL Building Code — Commercial Restroom Requirements

Florida Building Code Chapter 29 (Plumbing Systems) governs all fixture counts. FL adopts the International Plumbing Code (IPC) with Florida amendments. FL Amendment FAC 11B adds accessibility requirements.
FBC 2902 / IPC 403 — Minimum Fixture Counts — Table 2902.1 establishes minimum fixtures by occupancy. Cannot reduce below table minimums. Exceeding minimums allowed and often recommended for restaurants, high-occupancy buildings.
Separate Facilities by Sex (FBC 2902.2) — Separate restrooms for each sex required when occupant load exceeds 15 persons. Single-occupant unisex allowed for buildings with occupant load ≤15. FL allows all-gender facilities only in addition to, not instead of, gendered facilities in most commercial settings.
Janitor/Service Sink (IPC 403.1) — At least one service sink (mop receptor) required in all commercial buildings. Must have floor drain nearby. FL food-service facilities (DBPR) require dedicated mop sink in food prep/service areas — cannot share with restroom.
Employee Restrooms vs. Public (FBC 2902.3) — Employer must provide restroom access to employees. Public facilities required when business sells food/beverages for on-site consumption AND occupant load exceeds 50 persons. Employee-only facilities may substitute when employer provides no public accommodation.
Travel Distance to Restroom (IPC 403.3.3) — Restroom must be within 500 ft travel distance from any occupied area. For multi-story buildings: restroom on same floor or within one floor of any employee. FL strict enforcement — occupants cannot be required to travel outside building.
Restaurant / Food Service — FL DBPR Requirements — DBPR (hotels and restaurants) requires hand-wash sink in EVERY food prep area visible from work station — separate from restroom hand-wash sinks. Minimum flow 1.0 GPM. Cannot be blocked or used for other purposes.
Healthcare — FL AHCA Requirements — All patient care areas require hand-wash sink within room or immediately adjacent corridor. Minimum 1:2 patient beds (1 per 2 beds minimum). ASSE 1070 anti-scald at all patient fixtures. Floor drain in all bathing areas.
Drinking Fountains (IPC 410) — Required when total occupant load exceeds 15 persons. Not required if sealed water/beverage dispenser available and approved by AHJ. FL healthcare: separate drinking fountain per floor or wing. Note: restaurants exempt if serving beverages at tables.
